INTRODUCTION:

The State Auditor’s Office (SAO) is the independent auditor for Texas state government. The SAO operates under the direction and oversight of the Legislative Audit Committee. Texas Government Code, Chapter 321 authorizes the SAO to conduct audits or investigations of any entity receiving state funds. This includes state agencies and higher education institutions.

GENERAL DESCRIPTION:

We are seeking a highly motivated, detail oriented individual to be a member of the Investigations and Audit Support team. In this capacity, you will perform intake operations for fraud complaints related to improprieties and illegal acts involving entities receiving funds from the state. Conduct initial assessments and assist with analyses of reported issues to ensure effective decision making and responses. This work involves subject matter that may be highly complex and sensitive in nature. You will also support audit teams in assessing fraud risks and related findings. We expect you to work under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS:

  • Intake operations include the accurate and complete collection and processing of complaints received via the fraud web portal, telephone, mail, and direct delivery.
  • Contact and effectively communicate with members of the public, internal staff, and government officials to collect information needed to assess and recommend appropriate responses to the allegations made.
  • Review all complaints, responding to appropriate parties, and making well informed decisions regarding the complaint resolution.
  • Follow up on and monitor complaints to ensure effective assessment and response.
  • Research, analyze, and report information from public, business, and government resources to contribute to complaint input and assessment.
  • Briefs management on intake activities.
  • Assist management with assigning cases to investigators.
  • Assist with maintaining points of contact for state entities.
  • Research and analyze complaints for indicators of fraud and trends. Provide reports to SAO investigators, audit teams, and others.
  • Contribute to the testing, implementation, development, and maintenance of policies, procedures, and software and hardware tools.
  • Develop assessment and analytical skills under the guidance of investigative analysts and management.
  • Assist with records organization and preservation records for retention purposes.
  • Prepare and deliver training presentations on intake operations and practices.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

  • Graduation from an accredited four- year college or university in business or public administration, accounting, criminal justice or related field. One year of relevant experience working in a government or legal setting. A Certified Fraud Examiner (CFE) certification is preferred or must be obtained within the first year of employment.
  • Effectively work in a team environment, with positive interactions.
  • Strong verbal and written communication skills, with attention to detail.
  • Skill in handling confidential and sensitive information.
  • Ability to manage multiple and competing priorities and tasks.
  • Proficient use of standard business equipment and software programs, including Word and Excel, as evidenced by formal course work, training, or previous experience.

PREFERRED QUALIFICATIONS:

  • Working knowledge of Texas state government and laws.
  • Previous hotline operations or financial crimes examination experience.
  • Professional certifications such as Paralegal or CFE or advance degrees may be considered in exchange for work experience.
  • Conversationally fluent in Spanish
