GENERAL DESCRIPTION:
The IT Manager leads the Information Technology function at the State Auditor’s Office (SAO). This role drives the strategic direction, implementation, and support of all IT systems—including infrastructure, cybersecurity, applications, and operations. The IT Manager ensures that technology solutions are secure, scalable, cost-effective, and aligned with agency goals.
KEY RESPONSIBILITIES:
- Develop and implement a strategy for information systems development and hardware acquisition and integration, including Web cloud computing systems.
- Define and execute IT strategy across infrastructure, cloud platforms, cybersecurity, and enterprise systems.
- Lead the planning and deployment of systems supporting audit operations, data management, and internal administration.
- Maintain high system availability and integrity through proactive risk, security, and disaster recovery planning.
- Manage vendor relationships, contracts, and service levels for both on-prem and cloud environments.
- Oversee large-scale IT projects including software implementations, migrations, and upgrades.
- Ensure technology policy compliance, including access controls, data privacy, and regulatory requirements.
- Guide procurement of hardware and software based on lifecycle management and business needs.
- Provide IT advisory input to SAO leadership to improve operational efficiency and technical capabilities.
- Build and lead a high-performing IT team with a focus on service delivery, accountability, and continuous improvement.
Experience & Education
Bachelor’s degree in MIS, CIS, Computer Science, Engineering, or related field. Minimum 5 years of IT leadership experience, ideally in Texas state government or a comparable regulatory or audit environment. Proven experience managing hybrid cloud/on-prem environments, application development, and security frameworks.
